I walk this area every day. What you see here is a couple of neighbors in the area that have brought a couple of old chairs to this area to enjoy our Encinal Basin view and the wildlife. This is not a homeless encampment, this is a neighborhood gathering place. The locks and cables are necessary to keep the furniture from wandering off or maliciously thrown into the water.

The chairs and small table are intentional, the couch (and other trash behind the fence that was cut) is not. This area gets a lot of illegal dumping and needs to be more closely monitored.
re-opening this issue as this is misuse of the "Closed" status. "Closed" does not mean "assigned to the HLOs", it means the issue is actually fixed and over with. This hasn't been fixed and unless we have confirmation that it has, it needs to remain open. This is misuse of the "closed" status.

reopening this issue because "assigned to hlos" does not mean "closed" stop abusing the "Close" button to sweep issues under the rug. we know you guys dont want to do your jobs but thats no excuse for closing issues without fixing them
This is private property. The property owner must initiate action. If campers refuse to move, they can ask APD to intervene due to trespassing. Post no trespassing signs after they move. File a letter with APD authorizing citizens arrest of future trespassers.
