The intersection at Powell and the I-580 off-ramp is somewhat blind for traffic turning right. As such, it is very dangerous for pedestrians and cyclists crossing from east-to-west as drivers are inching forward and only looking left toward oncoming traffic.
This has resulted in quite a few near-misses, myself included, by drivers who never look to the right until it's too late (and some, not even then).
This would be an excellent place for a crosswalk with embedded flashing lights to better alert drivers.

This afternoon, I was actually hit by a driver who was only looking to her left.
I had the right-of-way. I had the light. I was yelling for her to look right when I saw that she wasn't, but she never heard me, and pulled out, slamming into me and knocking my bike sideways into busy traffic.
Fortunately, I wasn't injured, but this could have been a very tragic situation. This intersection needs to be made into a NO RIGHT ON RED intersection. They have a green right arrow, so why allow a right on red situation at all? There is heavy traffic here, both vehicular and pedestrian, and this is just BEGGING for someone to get mowed down and killed...is that what it will finally take?
This needs to be fixed.

The Emeryville bike/pedestrian meeting on this off-ramp issue last night went well, but so far Caltrans is proposing only very minor changes to this known problem location because, as they claim, there were no bike rider or pedestrian crashes reported there between 2010-2014.
We know there have been several just this year, but if they are not reported to the police or Caltrans they don't show up in the record. As such, if anyone has experienced a crash or even a close call at this off-ramp location on Powell Street while using the crosswalk, PLEASE FILL OUT THIS FORM so Caltrans has it on record: http://www.dot.ca.gov/paffairs/pioform.html

"I am writing to report a hazardous crosswalk condition at the northbound 580/80 off-ramp onto Powell Street in Emeryville. Off-ramp drivers turning right on red (eastbound) onto Powell Street frequently look to the left for oncoming car traffic, but not to the right for bike riders or pedestrians crossing during the walk phase. We know of at least three individuals who have been hit at this location in 2016 alone, sometimes as a hit-and-run, and sometimes resulting in serious injury.
This crosswalk is part of the Bay Trail and gets a lot of use from bike riders and pedestrians of all ages. It connects to a very low stress facility on the waterfront to the north, and to the Bay Bridge pathway to the south which is already seeing significant use, and which will draw many more riders once the path connects to Yerba Buena Island later this year. However, the path along Powell Street has several known conflict points which need to be addressed with some short-term fixes right away, including this off-ramp location.
I encourage Caltrans to look into 1) installing upgraded crosswalk markings to make it more clear that this is a trail crossing, not just a regular crosswalk, 2) 'no right turns on red' electronic signs that illuminate whenever the walk signal is activated, 3) a median extension in the center of Powell using temporary materials to prevent drivers from cutting straight through from the off-ramp to the on-ramp as happens frequently during rush hour, resulting in more off-ramp traffic.
