  I would be installing a large sprinkler system at that corner. Plus how nice of the City of Oakland to allow them to have a stolen shopping cart. Very likely the bikes are stolen as well.

  Last time I put in sprinklers they were stolen... We are considering a 10 foot wall.

  The city will not permit that. The limit is 6 ft but you can put pigeon, bird spikes as deterrent you can also plant cactus or those nice spiked agaves. Good luck in dealing with these lawless miscreants.
