The Shamrock reopened and there are a lot of people smoking and vaping outside. The no smoking sign is ignored. Children walk by coming from the ice cream shop and face a wall of unhealthy smoke. Enforcement would be appreciated. Could the bar put up no smoking signs outside?

It would be nice if the ice cream shop cleaned up the sidewalk in front of their establishment.
The filth from the sugar has darkened the pavement, and there is even green mold growing from the AC condensate that is not properly drained.

The City of Alameda has declared second hand smoke a public health hazard. If the law is not being adequately enforced, then the blame falls on the enforcement authorities as well as those entities that condone it. This is not a victimless crime.

Businesses that are not complying should have their license to operate suspended. Simply walking down the sidewalk should not put families at risk. Personally, I believe that if someone wants to smoke, they should, but not in a location where others are affected. Take the smoke around the corner where others are not around.

@Steve Gerstle - It is not particularly the business owners' responsibility to enforce the non-smoking ordinance.
On Park Street, the former ED of PSBA was opposed to the ordinance and slowed/reduced its implementation. I do not know how WABA members perceived the ordinance.
In both business districts, the signs installed by the city are too small, not numerous or frequent enough, and they do not cover the entire commercial district zone. This is a matter for the city administration, as I noted earlier.
More widespread and more consistent public education efforts by the city as well as the business district associations and other community organizations are also needed: many smokers I have encountered are from out of town or profess to not know there was an ordinance. (This is quite plausible and, sadly, quite defensible, as long as the signs are so small, hidden, infrequent, and do not cover the borders of the commercial zones as well as the main streets.)
