They're working on the slab at the wall and they've installed pipes… 1) what are those pipes for? And 2) there's lots of cracks on that slab I thought that's why they were there in the first place when I saw them working on that area last week can it be smooth out. the cracks can turn ones ankle

CA? Is this part of HOCO parks? Can this be assigned to a Parks person

The land for the park may be owned by the county, but CA may have an easement from the county for maintaining the pathway. It is not unheard-of for CA to have pathways and tot lots on land it does not own. Therefore, you should try checking with CA, specifically the Open Space Management team.
