This project is not being done by Highways. You may want to contact CA for the information you are requesting

CA? Is this part of HOCO parks? Can this be assigned to a Parks person

The land for the park may be owned by the county, but CA may have an easement from the county for maintaining the pathway. It is not unheard-of for CA to have pathways and tot lots on land it does not own. Therefore, you should try checking with CA, specifically the Open Space Management team.
