I am already working with Patrick Bears at the Corps, but he asked me to submit this issue through SeeClickFix. The app would not accept the video though and I don't know how to convert it into photos.

Play the video, pause it at the desired spot, then on your keyboard hold down Ctrl Alt and then hit Prt Scr. Then open the Paint program/app, on the pull down menu click on edit and then paste. The image should appear and then save it in the .jpg format
