I have received a complaint/concern from the resident (new owner) of 3941 Hawthorn Rd, Ellicott City. The owner is concerned about the inlet between his house and his neighbor. The owner thinks that the swale in between the house should be regraded to prevent water from entering the basement from the side.

If there is no easement or Right of Way, the property owner would be responsible. In this case, the County has a dedicated easement by legal deed. See attached just page 1 as an example.
