    I originally reported this issue here https://seeclickfix.com/issues/6358928, but it was fake-closed by Sgt. Brian Foster multiple times in order to sweep it under the rug. I fought to keep it open and kept re-opening it, but he had the SCF admins do something where they instantly archived the issue and made it impossible for me to reopen or comment on it again as the issue continued unabated.

    I then attempted to re-submit the issue as a new request since the problem was still not resolved and continuing to cause us nothing but endless trouble. I submitted it here again as issue #6705915

    As usual, Sgt. Foster went in, fake-closed my issue several more times, and when I attempted to re-open it he had the SCF admins once again insta-archive it so I can't reopen or comment on it.

    I submitted yet another request here as issue #6747484, since the problem remains unresolved and continues to be a nuisance and a hazard. Sgt. Foster just fake-closed it again and also fake-archived it so that I am unable to reopen the issue or comment on it.

    As the problem continued unabated, I re-submitted the request again several more times, and each time Sgt. Brian Foster immediately fake-closed and fake-archived it again to sweep it under the rug and allow my neighbor to continue abusing us and our property.

    It is now the 11th time I am having to resubmit this request because of Sgt. Brian Foster's swift censorship of my requests.

    The problem continues unabated to this day and the city government and police department continue refusing to enforce our legal private property rights, they continue refusing to cite the owner of 2614 Central for blocking OUR driveway his pickup truck parked on the street and the rear end of it sticking into our driveway, they continue refusing to do anything about the situation and keep telling us "its a civil issue" (even though its not, if you read Alameda's municipal code) and even ignore the fact that I already brought it up to my landlord and that he has already sent them a letter asking them to stop trespassing on our property and they continue doing it anyway.

    In any other city they would have been cited by now but in Alameda they get free reign to break the law. It seems like no laws are enforced in this town period and anyone can break as many laws as they want with impunity.

    I just arrived home on Tuesday (October 1st, 2019) to once again find that my neighbor has blocked his driveway with his pickup truck, and as we were coming into our carport we watched as one of the tenants in his building drove into our driveway to go around his truck.

    Later that day they even trespassed onto our carport and were doing dangerous and i.l.l.e.g.al stunts on their motorbikes in our carport, which they have no legal right to be using whatsoever. I have a video of it included in one of my previous requests you can see for yourself.

    Then again last night (Thursday, October 3rd) when I got home I saw that the owner of 2614 Central once again parked his truck in the driveway and was forcing his tenants into our driveway. Again. for the 700th time this year.

    Then again tonight (Wednesday, October 15th), I got home and found his truck blocking the driveway again. His truck also still doesnt even have a front license plate, and he drives it like that in Alameda which is also against the law (not that our worthless police department or city government care, since apparently laws mean nothing to them)

    Then again last night (October 16th, 2019) his truck was blocking the driveway again and his family and tenants were once again driving into our driveway to go around it all day, putting tenants in our complex in danger.

    Then again tonight (November 4th, 2019), I came home and found the daughter of the owner of 2614 Central Ave parked her Infiniti QX56 SUV, which also lacks a front license plate which is likewise completely against the law in Alameda, blocking the driveway YET AGAIN. The problem HAS NOT BEEN RESOLVED AT ALL. Sgt. Foster has DONE NOTHING but prolong the issue while aiding and abetting my c.r.i.m.i.n.a.l neighbors as they break every law known to mankind.

    The owner of this complex as well as several of his tenants and family members have consistently been parking vehicles in their driveway, completely blocking the driveway off and then proceeding into our driveway next door without our permission and using our driveway to go around their vehicles.

    I have been regularly reporting this problem to APD since April 2018 and nothing has been done about it. The owners and various tenants of 2614 Central continue to i.l.l.e.g.a.l.l.y trespass onto our driveway next door and use it without the owner's permission to go around their vehicles.

    They are also causing a collision hazard for tenants in our complex and have almost caused an accident several times swerving into our driveway from behind the fence that separates our properties.

    The fence acts as a blindspot and there is no way for people exiting our complex to see their vehicles on the other side of the fence, and therefore have no warning when their vehicles sometimes rapidly swerve out into our driveway to go around their vehicles blocking their driveway.

    The owner of 2614 Central Ave and his tenants need to learn that our complex is private property, it does not belong to them, they do not have permission to use our driveway, we have a big giant "no trespassing" sign posted out front which they conveniently ignore every time. They need to be made aware of the fact that our driveway DOES NOT BELONG TO THEM. They DO NOT have permission to use our driveway.

    STOP USING OUR DRIVEWAY TO GO AROUND VEHICLES IN YOUR DRIVEWAY. If you want to block your driveway, fine! Be my guest! But if you need to get in or out of your carport, you need to use your own driveway to do that. If a vehicle is blocking you, you need to either move it yourself or ask whoever parked it there to move it or have it towed. You do not have the right to use our driveway without our permission to go around your vehicles in your driveway!

    They need to learn this and soon.

    Please make the trespassing and abuse of our driveway stop. We are sick and tired of it.

    Please cite the owner of the marina village shopping center for neverending blight they've been refusing to clean up on their property for years. The garbage is spreading across the community and is starting to encroach on private and public properties nearby. The northwest side of Marina Village in particular is one massive uninterrupted toxic waste dump, literally covered to the brim in broken alcohol bottles, dumped furniture, d.r.u.g. needles, stolen property, etc. It's been like this for years and it keeps getting worse

    Please cite the owners now. They refuse to clean it up. We've contacted them hundreds of times reporting the problems they ignore it. We have exhausted all options to get this problem addressed. We call APD and they do nothing about the garbage and homeless here. We submit requests to public works to clean up the dump sites and they ignore us too. Please do something

    Atlantic Ave & Challenger Dr Alameda, CA, 94501, USA - Alameda

    There are multiple severely damaged sprinkler systems lining this street (Challenger), from Atlantic Avenue all the way to the shopping center. These sprinklers spew water all over the sidewalk, and gush water flooding the street. Last night I had to take a detour and go around the whole block just to cross the street at Atlantic and Challenger because the sprinklers were dousing the whole public sidewalk with water. It was impossible to pass through that intersection on foot without getting soaked. You literally need a rainjacket just to walk through there when the sprinklers are going off.

    The sprinklers have been busted for years. I believe I reported this to the city before but was ignored (as usual). The problem remains unaddressed.

    Please fix the sprinklers so pedestrians don't get completely drenched every time they try to use the public sidewalk at this intersection. It's wasting a huge amount of water too and its probably causing premature water erosion damage to the street

    The city manager of Alameda is ignoring messages from concerned citizens about a variety of very serious problems, including but not limited to: APD dispatchers hanging up on callers, large-scale misconduct and public corruption by the police chief and several senior APD staff, felony offenses being committed by my neighbors such as them breaking into my mailbox and stealing my mail (a felony offense and a federal crime), etc.

    I have transcripts proving that I've emailed the Alameda city manager's office multiple times about these issues and most of my messages were ignored and never acknowledged.

    The city or a federal oversight committee needs to investigate the Alameda city manager for their ongoing, intentional ignoring of citizens and ongoing, intentional allowance of large-scale public corruption in Alameda.

    No other city in America tolerates this sort of behavior. What APD dispatchers are doing, for example, got another dispatcher in another state recently fired and charged with criminal charges. For some reason our city manager has no problem with APD dispatchers hanging up on Alamedans who call the police to report a crime in progress.

    This is a VERY serious problem, and may require FBI intervention due to how thick and deep the corruption runs in our city government.

    The city of Alameda has a bizarre habit of enacting laws that they have absolutely no plans whatsoever to enforce. A few examples of this include, but are not limited to: the barking dog ordinance, the pet ordinance limiting households to 3 dogs, the smoking ban on public sidewalks in downtown commercial areas, the smoking ban on multi-family apartment properties, the front license plate law, etc.

    I suspect that the city passes these laws to appease a certain demographic within their voter base with little, if any, actual intention of enforcing those laws. It seems like the laws are passed just so the city can brag about having passed them and pretend that they take the matters that those laws address seriously without actually doing anything meaningful at all. Even after all of these laws were passed, nothing really changed in Alameda. People kept smoking in no-smoking areas, dogs can be heard barking all day in every neighborhood, numerous Alamedans keep many more than just 3 dogs in their homes, thousands of vehicles without front license plates can be seen driving around brazenly in broad daylight all across Alameda, in every neighborhood, every hour of every day and night.

    It really begs the question, why does the city insist on continuing to pass these laws, and do the voters who these laws were designed to appease realize that the city is not actually doing anything differently after passing them, and that literally NOTHING has changed at all?

    Why does the city engage in such deceptive practices? Why bother? Why not just not pass the law at all in the first place if you don't have any intention of enforcing it. It would free up a lot of space in our books for laws that actually are enforced and help de-clutter the already badly convoluted city municipal code

    The city of Alameda has a number of strict measures restricting smoking. According to https://www.alamedaca.gov/RESIDENTS/City-Tobacco-Ordinances

    On November 15, 2011, the Alameda City Council unanimously passed a secondhand smoke ordinance, which prohibits smoking in public outdoor areas and multi-unit housing.

    The following is a summary of provisions contained in the ordinance. Beginning on January 2, 2012, smoking will be prohibited in the following places of employment:

    Hotel/motel lobbies, meeting and banquet facilities
    Ninety percent (90%) or more of hotel/motel guest rooms
    Retail and wholesale tobacco shops, and hookah bars
    Taxi cabs, cabs of trucks, tractors, or other vehicles used for work
    Warehouse facilities
    Theatrical production sites
    Medical research sites
    Private residences licensed as child care, adult care, and health care facilities
    Small businesses with fewer than five employees
    Owner-operated businesses open to the public
    Outdoor worksites, including construction sites, arenas, and convention halls, or anywhere where working crews may be

    Beginning on January 2, 2012, smoking is prohibited in the following outdoor public places:

    Commercial-area sidewalks: defined as public sidewalks in downtown shopping and business areas designated with a “C” prefix on the City’s official Zoning Map.
    Dining areas: defined as outdoor seating at restaurants, bars, coffee houses, etc. The rear patio areas of bars and taverns, awaiting further study.
    Public events: defined as farmers’ markets, fairs, concerts, etc.
    Recreation areas: defined as parks, trails, sports fields, beaches, etc.
    Service areas: defined as bus stops, ticket lines, ATM lines, taxi stands, etc.
    Shopping malls: defined as public walkway or hall areas that connect retail or professional establishments
    Entryways (reasonable distance): defined as within 20 feet of doors, windows, and other openings into enclosed areas, not otherwise prohibited by law.

    Business owner/manager/operator responsibilities:

    Clearly and conspicuously post "No Smoking" signs within or adjacent to unenclosed dining areas.
    Remove all ashtrays or other receptacles for disposing of smoking material from any area where smoking is prohibited.
    Not knowingly allow smoking in smoking prohibited areas.

    In all multi-unit housing (defined as two or more units, including condominiums, planned developments, and stock cooperatives), smoking is prohibited as follows:

    Effective January 2, 2012:

    Smoking is prohibited in all common areas, except for designated smoking areas meeting the requirements of AMC 24-12.5(b).
    Smoking is prohibited inside existing units that are newly leased.
    Smoking is prohibited in all newly built units.

    Effective January 1, 2013:

    Smoking is prohibited in all multi-unit housing.

    Note: There is no smoking within 20 feet from any doorway, window, opening, or vent into an enclosed area in which smoking is prohibited, except while activiely passing on the way to another destination (AMC 24-12.4)

    Landlord/homeowners’ association responsibilities:

    Clearly and conspicuously post "No Smoking" signs in common areas, at entrance, and on floors where smoking is prohibited.
    Remove ashtrays or other receptacles for disposing of smoking material from any area where smoking is prohibited.
    Not knowingly allow smoking in prohibited areas.
    Disclose to prospective tenants and buyers the requirements of the Secondhand Smoke Ordinance. The Smoking Ordinance Disclosure(PDF, 31KB) meets this requirement.
    Maintain a diagram that illustrates designated outdoor smoking areas, if applicable.

    Required lease terms:

    Beginning January 13, 2013, every lease or other agreement for the occupancy of a unit in a multi-unit rental complex shall include the following:

    A clause stating that smoking is prohibited in the non-smoking unit.
    A clause stating that it’s a material breach of the lease to violate any law regulating smoking while on the premises.

    2017 amendments with updated definitions for smoking:

    In 2017, to align with new state regulations, Alameda added the smoking and vaping (the use of electronic smoking devices) of either tobacco or cannabis to the secondhand smoke law adopted in 2011.     Why are none of these laws actually enforced in Alameda? I've reported people violating these laws (like my neighbors, for example, who have been forcing us to inhale their second-hand smoke daily for almost 2 years now smoking cigarettes both a.) on the premises of a multi-family dwelling, which is completely i.l.l.e.g.a.l in Alameda, and b.) smoking cigarettes within 20 feet of my bedroom window. I also often see people smoking cigarettes at AC transit stops, forcing other passengers waiting at the stop to contract lung cancer as a "punishment" for riding public transportation.

    Our thoroughly corrupt and worthless police department does nothing about it, and when we write to the city complaining about it they don't care and ignore our emails.

    Why is that? What was the point of passing the law in the first place if you don't even care enough to enforce it or take disciplinary action against city employees who are actively and knowingly allowing this to go on?

    Why does Alameda have so many laws that exist only on paper and are never actually enforced in practice? Why do city employees like the police chief, city manager, etc, not realize that this is against the law? Do they realize it and simply don't care? Is there some hidden clause somewhere that renders all of these laws selectively enforceable? Are my neighbors somehow magically immune to smoking ordinances in Alameda?

    According to City of Alameda Pet Ordinance 7-3.7 (https://www.alamedaca.gov/Departments/Police-Department/Pet-Owner-Ordinances), it is against the law to keep more than 3 dogs in one household in Alameda.

    Why is this law not actually enforced? I noticed that even after notifying Alameda Animal Services, the Alameda Police Department, the Mayor, the City Manager's office, and the City Council that my neighbors are keeping 4 dogs locked up in a tiny apartment 24/7 without ever taking them for walks beyond their property, never socializing them etc, nothing happened and they weren't ever cited.

    Why does Alameda have so many laws that exist only on paper and are never actually enforced in practice? Why do city employees like the police chief, city manager, etc, not realize that this is against the law? Do they realize it and simply don't care? Is there some hidden clause somewhere that renders all of these laws selectively enforceable? Are my neighbors somehow magically immune to ordinance 3-7.3?

    However, it was fraudulently closed and instantly archived to prevent me from reopening it by Sgt. Brian Foster, and incorrectly marked as a duplicate of a separate parking enforcement request that has nothing to do with license plate laws in Alameda.

    The fact that Sgt. Foster is doing this, knowingly and maliciously to suppress dissent from concerned citizens on this website, is also a major concern and I will be submitting a separate request regarding his misconduct.

    Here is my original request, which remains unresolved and unanswered by the corrupt city government. Do not reassign this to Sgt. Foster. This is for the city government.

    Why is the law requiring vehicles in Alameda to have both a front and rear license plate not actually enforced in Alameda?

    The other day I was having a conversation with an APD officer who advised me that it is actually i.l.l.e.g.a.l to have a motor vehicle in Alameda without a front license plate.

    I've noticed, however, that when I report vehicles without front plates to APD, they do not actually ever come out and cite the owner. They simply ignore me and let them get away with it.

    What was the point of passing this license plate requirement law if you don't actually enforce it? The same could be asked about a lot of laws in Alameda, but I figured I'd create a separate request asking about each one.

    I am just curious why we have so many laws on our books that arent enforced. Its almost like the voters actually believe that the laws we voted for will be enforced by the law enforcement agency that our tax dollars subsidize. Can the city of Alameda explain why this is not actually the case, and why our tax dollars are not actually used to enforce the very same laws that we voted for?

    How do Alamedans go about removing undesirable people from positions of power in our city government? If we want to fire the police chief and have a new person hired to replace him, how can we do this? Do we have to file a petition?

    The city of Alameda's noise ordinance is virtually unenforceable due to the city's policy of requiring officers to personally witness firsthand a violation in order to cite the offender. This means that if the offender makes sure to stop the noise upon the arrival of officers, they are immune to being cited even if their misconduct is recorded on video and multiple people corroborate the account.

    There is no point in having a law if it cannot be enforced. Therefore, I suggest that Alameda either a.) removes the noise ordinance entirely, since it cannot be enforced in its present form or, more preferably, b.) amend the current ordinance to remove the requirement for an officer to personally witness the infraction, so that video evidence or multiple verbal accounts of an incident from separate parties is sufficient to cite the offender.

    This applies not only to the noise ordinance but also the city's ordinance against barking dog complaints. This applies just as much to Alameda Animal Services as it does to Alameda Police. Currently, the laws are not possible to be enforced because the city has severely limited staffing in our police department and animal services department. There is currently only one animal control officer serving the entire city of 79,000. It is literally impossible for them to cite offenders if they have to be on site during the incident and witness it personally, not to mention for 10 minutes straight in the case of barking dogs. This creates far too many loop holes for offenders to get away with causing nuisances to their neighbors, the prevention of which is the entire goal of these ordinances. So I ask you, again, please revise the current legislation to make these laws actually enforceable, or otherwise just get rid of them since they serve no useful purpose as-is!

    Why are parking laws not enforced in front of residential properties in Alameda?

    I've noticed that a lot of parking enforcement action happens near commercial properties, like the Peet's coffee on Webster, for example. However, I do not ever see enforcement in residential areas.

    According to the city's municipal code, it is illegal for someone to block your driveway. My neighbor often parks his truck on the street with the rear end of his truck sticking into our driveway. I've called APD and reported it at least a dozen times out of the hundreds of times that he's done that. APD dispatchers assured me that an officer would be coming out and contacting me. Every single time, out of all of those dozen attempts to report it, nothing happened. An officer never came out, never contacted me, and my neighbor was allowed to block our driveway with impunity.

    Why do commercial areas get traffic enforcement where vehicles that park i.l.l.e.g.a.l.l.y on the street (.e.g in red zones or obstructing driveways, not paying the meter, etc) get ticketed, and yet vehicles that park in red zones, block driveways, etc in residential areas get away with it?

    Why is enforcement so selective?

    Why is the law requiring vehicles in Alameda to have both a front and rear license plate not actually enforced in Alameda?

    The other day I was having a conversation with an APD officer who advised me that it is actually i.l.l.e.g.a.l to have a motor vehicle in Alameda without a front license plate.

    I've noticed, however, that when I report vehicles without front plates to APD, they do not actually ever come out and cite the owner. They simply ignore me and let them get away with it.

    What was the point of passing this license plate requirement law if you don't actually enforce it? The same could be asked about a lot of laws in Alameda, but I figured I'd create a separate request asking about each one.

    I am just curious why we have so many laws on our books that arent enforced. Its almost like the voters actually believe that the laws we voted for will be enforced by the law enforcement agency that our tax dollars subsidize. Can the city of Alameda explain why this is not actually the case, and why our tax dollars are not actually used to enforce the very same laws that we voted for?

    I just arrived home on Tuesday (October 1st, 2019) to once again find that my neighbor has blocked his driveway with his pickup truck, and as we were coming into our carport we watched as one of the tenants in his building drove into our driveway to go around his truck.

    Later that day they even trespassed onto our carport and were doing dangerous and i.l.l.e.g.al stunts on their motorbikes in our carport, which they have no legal right to be using whatsoever. I have a video of it included in one of my previous requests you can see for yourself.

    Then again last night (Thursday, October 3rd) when I got home I saw that the owner of 2614 Central once again parked his truck in the driveway and was forcing his tenants into our driveway. Again. for the 700th time this year.

    Then again tonight (Wednesday, October 15th), I got home and found his truck blocking the driveway again. His truck also still doesnt even have a front license plate, and he drives it like that in Alameda which is also against the law (not that our worthless police department or city government care, since apparently laws mean nothing to them)

    Then again last night (October 16th, 2019) his truck was blocking the driveway again and his family and tenants were once again driving into our driveway to go around it all day, putting tenants in our complex in danger.

    The owner of this complex as well as several of his tenants and family members have consistently been parking vehicles in their driveway, completely blocking the driveway off and then proceeding into our driveway next door without our permission and using our driveway to go around their vehicles.

    I have been regularly reporting this problem to APD since April 2018 and nothing has been done about it. The owners and various tenants of 2614 Central continue to i.l.l.e.g.a.l.l.y trespass onto our driveway next door and use it without the owner's permission to go around their vehicles.

    They are also causing a collision hazard for tenants in our complex and have almost caused an accident several times swerving into our driveway from behind the fence that separates our properties.

    The fence acts as a blindspot and there is no way for people exiting our complex to see their vehicles on the other side of the fence, and therefore have no warning when their vehicles sometimes rapidly swerve out into our driveway to go around their vehicles blocking their driveway.

    The owner of 2614 Central Ave and his tenants need to learn that our complex is private property, it does not belong to them, they do not have permission to use our driveway, we have a big giant "no trespassing" sign posted out front which they conveniently ignore every time. They need to be made aware of the fact that our driveway DOES NOT BELONG TO THEM. They DO NOT have permission to use our driveway.

    STOP USING OUR DRIVEWAY TO GO AROUND VEHICLES IN YOUR DRIVEWAY. If you want to block your driveway, fine! Be my guest! But if you need to get in or out of your carport, you need to use your own driveway to do that. If a vehicle is blocking you, you need to either move it yourself or ask whoever parked it there to move it or have it towed. You do not have the right to use our driveway without our permission to go around your vehicles in your driveway!

    They need to learn this and soon.

    My neighbor who owns the apartment complex at 2614 Central Ave owns a number of trucks and SUVs, and most of them do not have a front license plate. I was advised by an APD officer that it is against the law to operate a vehicle in Alameda without a front license plate.

    Right now my neighbor has his pickup truck parked blocking the driveway to his complex (which is also a separate legal issue, since he and his family regularly trespass onto our driveway to go around it, but this request is not concerning that).     My neighbor drives these vehicles on public streets in Alameda daily without a front plate and has been doing so for many years with impunity because our local police force doesn't like enforcing laws. They like letting people like him get away with breaking all sorts of laws every day, like parking his truck in our driveway, for example, which is against the city's municipal code but for whatever reason is never enforced.

    Can we get this guy cited for driving vehicles without front license plates around in Alameda? If APD could send out an officer to cite him as he drives out, it would be very easy and fast to accomplish this. I think he will probably be rolling out some time in the morning.

    Sadly I think APD doesnt plan on enforcing any laws in Alameda any time soon, but I am submitting this in the hopes that maybe my neighbor can finally get cited for at least one of the several thousand laws that he and his relatives break at the expense of everyone else in Alameda every single day.

    The owner of 1362 Broadway is creating a public health hazard by depriving the entire neighborhood of sleep for (as of today, October 12th, 2019) for 117 consecutive days. He has continued to do loud, prolonged construction in his backyard, starting early in the mornings and continuing every single day - including weekends - since June 17th 2019. He has deprived us of 117 consecutive days of sleep.

    The hammering and power saws are so loud that you can hear them in buildings not even located on the same street as him, with double pane windows firmly closed, fans turned up and while wearing earplugs.

    He makes a point of doing it early in the mornings including weekends so that when people go out on Friday nights, they are guaranteed not to get enough sleep because he will wake us up in the morning.

    Again, he has been at it since June. This is no longer a nuisance, we have been deprived of so much sleep by this person that it is now a health hazard. Our physical health is in danger because of him.

    Under California state law, we have the right to the quiet enjoyment of our home. This right has been violated repeatedly for 117 days straight. Our neighbor's right to do construction in his yard does not t.r.u.m.p our right to live in our own homes and not be sleep deprived for months.

    The fence acts as a blindspot and there is no way for people exiting our complex to see their vehicles on the other side of the fence, and therefore have no warning when their vehicles sometimes rapidly swerve out into our driveway to go around their vehicles blocking their driveway.

    The owner of 2614 Central Ave and his tenants need to learn that our complex is private property, it does not belong to them, they do not have permission to use our driveway, we have a big giant "no trespassing" sign posted out front which they conveniently ignore every time. They need to be made aware of the fact that our driveway DOES NOT BELONG TO THEM. They DO NOT have permission to use our driveway.

    STOP USING OUR DRIVEWAY TO GO AROUND VEHICLES IN YOUR DRIVEWAY. If you want to block your driveway, fine! Be my guest! But if you need to get in or out of your carport, you need to use your own driveway to do that. If a vehicle is blocking you, you need to either move it yourself or ask whoever parked it there to move it or have it towed. You do not have the right to use our driveway without our permission to go around your vehicles in your driveway!

    They need to learn this and soon.

    Please make the trespassing and abuse of our driveway stop. We are sick and tired of it.
