Description
According to City of Alameda Pet Ordinance 7-3.7 (https://www.alamedaca.gov/Departments/Police-Department/Pet-Owner-Ordinances), it is against the law to keep more than 3 dogs in one household in Alameda.
Why is this law not actually enforced? I noticed that even after notifying Alameda Animal Services, the Alameda Police Department, the Mayor, the City Manager's office, and the City Council that my neighbors are keeping 4 dogs locked up in a tiny apartment 24/7 without ever taking them for walks beyond their property, never socializing them etc, nothing happened and they weren't ever cited.
Why does Alameda have so many laws that exist only on paper and are never actually enforced in practice? Why do city employees like the police chief, city manager, etc, not realize that this is against the law? Do they realize it and simply don't care? Is there some hidden clause somewhere that renders all of these laws selectively enforceable? Are my neighbors somehow magically immune to ordinance 3-7.3?
DO NOT re-assign this issue to the police. This question is for the corrupt city government.

I literally told you in the request itself: DO NOT ASSIGN THIS TO THE POLICE, and what do they do? They assign it to Wayland Gee, APD's designated public relations puppet.
What more evidence do you need that this government needs to be completely removed and replaced
