Is Lexus parking in a legal spot? Not understanding the issue...(???)

From what I gather, the vehicle is parking in such a manner as to 'save' a spot for another person and consequently using two spots to do this. Similar things are happening with residents placing cones in front of their property to deny others from using the spot.

Now the white Lexus has taken over the occupants at 1515 are rotating cars thinking the are smarter than the authorities, I say speak to the owner because there are many renters that do this The 2 Lexus and a white Chevy

I guess the tenants at 1515 own 8th avenue I say this as I watch citizens not being able to park on their block, Black Lexus rules
