you have to call the jcpd non emergency line. to be honest, they haven't been doing a great job with showing up for noise complaints the past year, but that's the only avenue available unfortunately. yes, the noise ordinance specifies that at any time folks can't blast music that's plainly audible at 50 feet and after 10 they can't blast music that's plainly audible from 25 feet. also, if the cops don't respond, email your councilperson for your ward! that's the best way to get an actual jcpd non emergency response. I'm sorry you're going through this and that the neighbors were so rude. Good on you for trying to do the neighborly thing and ask them to lower the volume before calling the cops. I hope they get a citation.
