talked with duke power today. they say it is a city light and the city is responsible for cutting the branches that block the light from shining to the street for safety. also duke says the city is responsible for the bulb to be changed... the bulb intermittently goes on and off throughout the night. this is a safe issue for pedestrians and local folk who walk for exercise at night and evening.
