That van may belong to 87 Garland apartment #1 they have 2 white construction vans and a box truck in addition to 1 pick up truck and 4 cars

I believe They are renting out houses illegally.

87 Garland street unit #1 is a 2-3 bedroom 1 bath apartment and they are quite definitely running a boarding house renting our bedrooms there are 4 different families that live in that one apartment the owner lives on 2nd floor and I know him and his family personally and can verify it’s only 1 family living on the 2nd floor. Owner is aware of the issue on 1st floor but can not do anything to evict for some reason. The first floor has been reported to Chelsea inspectional services numerous times but the family gets a heads up call form someone prior to city going in and inspecting. The last time city went in there they told me that all the beds are made and it’s clean.. Seriously?? My guess is the first floor is a section 8 and the voucher holder is renting rooms for income! Never the less this one apartment is placing an extreme burden on public services and public parking..
