scooter fails to meet usage standards set by AA or U of M. interestingly, electric scooters (as well as any motorized vehicle) are not authorized to even be operated on the sidewalks according to a regent ordinance. this means this scooter violated a local ordinance to even get here. for someone to ride it away, the ordinance would be violated again. Also, it was parked poorly. I have no idea why people dump these close to building exits.

Walking a few extra feet may be too pedestrian for the scooter user!
My suggestion would be to follow up with the scooter company, Spin, which is owned by Ford. The scooter could be given something like a parking ticket. Spin wouldn't want to pay it, but they know who rode it and parked it poorly, and they have the renter's credit card number.
