Based on the small amount of trash present, it would appear that this was blown or thrown there overnight and that the owner does indeed maintain their property. Please advise if this is still there in the next 24 to 48 hours and we will send an inspector to investigate. Although this would likely result in an inspector issuing a warning or a summons, we also want to work with the community so that we are only heavy handed with summonses when truly warranted.
