I was in Oakland, CA on 4/18/2019 and my Aunts told me that there is a man that walks that street each day asking people for money. I witnessed a tall man, Caucasian ethnicity, not too skinny, possibly light blonde to tan hair color, wearing a black backpack that is torn at the top. He's tall and it feels like he's hustling you when he is nearby? He keeps asking each person for money saying that he needs to take the Bart. But I was told that he does that each day, roaming the streets. Maybe he needs to be sent to one of those homeless places that offer food, drink, and shelter? He could be a homeless camper? He walks really close by us. He was on 835 Webster street, in Oakland, CA 94607, where the old Silver Dragon Chinese Restaurant used to be. It is right across from Pacific Renaissance Plaza.
