So why don't you tell these people to stop! Why is everyone afraid & need someone else to "do the dirty work".

This isn't a business complaint it is a police matter when they are doing this you do need to call the non emergency police number (201-547-5477) they will send a patrol car to the location in question.
They also have the WOTS App that you can download on your phone and report it as well they have two officers for this which will respond to the App.

Dirty work? Yah JerseyCityNJRegisteredReport, cuz going up to people doing selfish things they shouldn't be doing in an area like that, what every1 is missing out on is just telling people stop doing that thing that only you profit from and most of the time isn't even lawful.
Next time I see someone littering ill tell them to stop doing that dirty work! If I dont get cussed out, I might wake up to find litter everywhere. Police officers are called peace officers for a reason. Asking them to do their jobs is not asking them to do someone else's dirty work.
