Why is so much water on the street at the intersection of Deforest Road and Willard Street? This water has now turned to ice, but it is a frequent problem there. Wondering if there is a water leak?

The water is seepage of ground water that originates all across the ledge above Deforest. It runs down the sidewalk and collects at the low point at the intersection. When it slows down it freezes. The annual glacier.
