Is it too much to ask in what why it has been addressed? The curb remains depressed allowing backed up water to flow onto the sidewalk and into the street. The raised entry to the drain guarantees that there is backup and is a long standing problem. Leaf removal reduces the backup but does not eliminate it. In a quick heavy down pours in addition to the sidewalk and street water come onto my and the adjacent property.
