Who is responsible for this tree....homeowner or town?

Has anyone checked. If so, who is responsible for this dead tree?

We have checked on this and added it to our list to be removed.

The tree has not been removed.

The tree is still there but dropping limbs. This tree is going to fall soon.

This tree is scheduled to be removed this week.
