Estate at Patapsco Park is a new community currently with over 100 homes and in very near future over 200 single family homes. As the community grows, it is becoming more and more difficult to make a left turn into or out of the community. It would be appreciated if the County can evaluate the possibilities for installing either a traffic light or a roundabout at the Valley View and Rogers Ave Junction.

Thank you for contacting DPW-Traffic Division about the intersection of Rogers Avenue and Valley View Way (entrance to Estates of Patapsco Park) and we would be glad to assist you with the enquiry. When considering the possibility of a traffic signal at a given location, we are required to follow the guidelines set forth in the Manual of Uniform Traffic Control Devices (MUTCD); which is a federally mandated document used nationally and adopted by Maryland and its jurisdictions. It outlines minimum requirements (referred to as warrants) to ensure that traffic signals are used where they are found to be justified through a comprehensive and objective analysis.
The records indicate a traffic impact study and a gap study was completed as part of the developer requirements for Estates of Patapsco Park that details volume generated by this development and whether this volume of traffic from Valley View Way have sufficient gaps in traffic on Rogers Avenue to maneuver their turns. Clearly, Rogers Avenue was shown to experiences a high volume of traffic however, volume generated by the development does not currently meet the warrants required to justify the implementation of a traffic signal. Field Observations were also completed in the morning from 6:55a to 8:45a that showed most of the queuing occurring around the 8:30a time range but these queues dissipated quickly and vehicles were able to find sufficient gaps in traffic to maneuver a left turn onto Rogers Avenue. Sight distance was also noted to be acceptable to view traffic both ways from Valley View although sun glare was observed to be a challenge looking left.
