It appears someone has deliberately tried to kill a mature street tree in front of 162 Otis by cutting through the bark all the way around the tree about 3-4 feet up.

I just don't understand why anyone would go to the trouble of, nor why they'd want to....damage a perfectly good tree. People are soooo strange.
