Private property owners are responsble for the vegetation in the Right of way - having a stump removed does not require a permit and is allowed by the abutting property owner. Will review at property.

Will forward over to Parks Dept to see if there is a record of the tree being removed at location - No answer at the door, left a door hanger explaining.

The tree was cut down before we moved in so I don't know if it was previously cut before we moved in. I have reason to believe when it was cut down it was probably by the city because it was painted with orange paint as if they indeeded on coming back to remove it at a later date but that never happened and the paint finally weathered away. It would make sense that is what happened as it wouldn't make sense to cut the tree down but leave a stump. But I don't know that this is the case for certain. Just looked as if that is what was intended by the evidence I observed after we bought the house.
