That is not a public beach, that is privately owned. The city does not monitor the water there. The best thing to do would be to go by whatever the surrounding beaches are doing. Parks and rec usually keeps their website up to date.

If you are interested in monitoring the condition of the water at your beach (and you should be), the Vermont Department of Health offers a test kit and testing that is independent of the city's effort:

Parks, Recreation and Waterfront do not monitor or test private beaches. We test only our formalized municipal beaches: Oakledge Cove, Blanchard Beach, North Beach & Leddy Beach. We do suggest, especially for associations that formalize their beach for member use, to acquire the test kits to perform their own regular summer beach testing.
