The contractor is allowed to dig this close to the property line. The only issue in question is whether they are required to obtain a trench permit, depending on height and width of excavation, from the DPW department, which I can't determine from the photo. I'll contact DPW to make them aware and they can check if the contractor secured a trench permit or if they need one.
