Mr. Bruce, you should try contacting Columbia Association (CA) directly for investigation and follow up. The County attempted to contact CA on your behalf when the complaint was received but has not heard back yet.
As this appears to be a CA matter this issue will be closed. If further County input is needed please feel free to re-open the matter.
