  Please also contact the PWD call center 615-5566 or 311 for all bio hazards. PWD and Waste management crews will not clean up biohazards or any hazardous waste. Calling is the fastest way to get a subcontractor out there.

  So PWD response is to say they are sicing code enforcement on you. Nothing like blaming and fining the victims. Good news I have never had anything really referred to code enforcement by PWD call center.
