Description
In Oakland's Morcome Rose Garden, directly above the area where weddings are held, a large circular grafitti piece is being created, day by day, on the concrete ground. The tagger shows up early in the mornings, and I caught him in the act today, Sunday, between 6:00 am and 6:30 (3-2-2012). He is a caucasion male, about 5'10 and 165 pounds. He arrives on a bicycle with his paint, stencils, and other materials. Richt now a large section of concrete has been painted black, with white concentric circles being applied on top. A lot more is to come. Please send someone to stop this, and to remove what's already there (perhaps Rick Delmore, who I recently met in Mrocom Rose Garden. Rick works for the City in Grafitti abatement). Please don't let this continue. The garden is too lovely for us to ignore this. Thank you. Grady Knowes, a neighbor, 510-708-5544 grady.knowles@att.net

Responding to Bill G, about "calling the police discreetly..." :
Nieghbors and 'friends of the Park' have called the police many times related to issues in the Morcom Rose Garden. Unfortunately, OPD Officers are rarely available quickly enough to be useful in such cases. Even when they do come (even when dispatched, they don't always come), they frequently won't get out of the squad cars to walk the park (citing safety issues). The result is that they simply can't see the areas of the Park where the problematic incidents usually occur. The taggers (grafitti) and the drug dealers can see others coming easily and can disappear quickly before they can be apprehended.
