  If some one illegally dumps on your property it becomes your problem. By reporting it to PWD all they can do is refer it to code enforcement who can fine you for blight. This is called blaming the victim. If you move the illegally dumped junk on your property to public property then you are now guilty of illegal dumping and can be fined. Your are in a no win situation.
