Storm drains are always frozen over! The street crews consistently plow them over and in so doing, the lovely weather that is so typical in our area does its best to aid them in their endeavors by providing the necessary freezing rain, thaw and subsequent refreezing. Unless the method of snow removal is addressed and remedied, this cycle will not cease.
