He's been reported nearly 7x to the City by each one of his corner plot neighbors. He does it deliberately.

The fact that he's been reported seven times or more shows that there's not much you can do about it. I'm not saying it's right for him to do that, because it's not but it's one of those things that's very difficult to deal with. The only other way I could think of off the top of my head to deal with someone like this would be to put a low height solid wood fence down the property line the front yard where he does this and do it as far towards the street as you can legally which should prevent them from just outright blowing it on your property in the only way he could do it would be to actually use a rake or hands or something else to pick the leaves up and lift them over the fence, but that is an expensive fix.

Maybe stop your lawn guy and talk with him about it and see what He suggests, he might have a good idea for you to try, I wish I could be of more help because this isn't right what you're going through. Oh and one other thing I would be doing two is I would be eyeballing his entire property front and back for any type of code violation and I would just keep reporting every single code violation that guy has at any given time non stop until he stops what he's doing no matter how big or little the code violation is

Would a video of his actions be proof enough for a citation? You'll never 'catch him in the act'.

Unfortunately a video is not enough for the Codes Department to cite them. Without an investigator witnessing the act it would be a civil dispute between you and your neighbor. Encourage any other neighbors as well to call when the leaves are being blown across property lines. Every single neighbor has called the city on this guy - he sees you coming - then points his blower to a different direction. Even my gardener has called on him numerous times.

Cement structures going to be more expensive than the fence idea and the only reason I was stating what I stated about the fences because you want to be the bigger person and stay within the guidelines that's all. I wish there was something else I could do to help you out but I just don't know what else to recommend maybe like the codes officer said all with the second you see him doing it on the police and ask him to send an officer out ASAP what, other than that unfortunately I'm out of ideas

I think it's cement structures are in violation of code than just report it and let the code officers take a look at it and judge for themselves if they're in violation they'll make them do something about it
