I have attached a picture of bike racks installed on the other side of Park Street behind the Kaiser facility. These on the East and appear to be properly installed with concrete covering the bolts. If you look at what remains of the West End bike racks that need repair they have their bolts exposed and I'm thinking it might even be possible that it was broken to enable the theft of a bicycle
