I believe this bike belongs to an employee of the Madison Pourhouse - I see it locked up there a lot, but in different positions - I don't think it's abandoned - quite the opposite - just used so often it seems to always be there.

As a test, I put up the kickstand three weeks ago. Never changed. Then, also as a test, I moved it to the street side of the rack three days ago. Still no change. Chain is rusted on only the side exposed to elements. Since it remained buried under snow for days in either January or February, I'm certain it is abandoned.

Yesterday I placed a lollipop stick in the brake lever. Still there today.

why not go inside Madison Pour and ask....

The police officer working on this spoke to the pizza shop who said the know the owner and the owner frequently goes on business trips. This would be a six month business trip. Seems unlikely to me but the officer considers the case closed. I'm washing my hands of it.
