Man living out of his car with his dog on a vacant piece of land, no water, no electric, no bathroom. He owns the land, but burned part of his property down last year. The house was torn down and he moved away. A few weeks ago he showed back up, parking illegally on the property, sleeping in the car. He is usually drunk and trespasses on neighbors property during the night. He has been armed with a .22 and has a CCW permit. Police have been called, but say they can't do anything with him.
