Pinellas County - Animal Services assigned this issue to Pinellas County Code Enforcement

Unless the owner or resident gives us signed permission to enter ther dwelling to view the rats and roaches there is nothing we can do. If the resident is living in a single family residence it is their responsibility to take care of rodent and pest control.
