There should be a back stock of these covers at the ready for when they go missing. Tape and paint is a temporary solution at best. It may have been secured but this should not be closed until the proper cover has been placed.
I agree, this shouldn't be closed. Tape looks tacky and doesn't provide the security and safety of a metal cover. At least it isn't like in Oakland where I've seen homeless people stealing power from the wires in lamp post bases by removing insulation from the wires and splicing in an extension cord.

I'm not sure if you saw my previous photo above, but the port cover is still missing. There is only masking tape and green paint over the port.
Is masking tape and green paint (a six month solution), actually acceptable in this situation?
