Tell me what the difference is between vandalized city property and city property that has been left to decay and is a public safety issue. Both properties are an urban blight and should receive immediate attention.
So much attention is being put into the revitalization to the South Shore Center and yet, the beautiful lagoon across the street, bordered by the city's historic sea wall, is in shambles and a threat to public safety. Most of the month of February, there were signs posted along the rickedy, rusted cyclone fence warning of UNSAFE WATER.
In my perfect world, I would like to see a nice period styled wrought iron fence and the crumbling sea wall repaired.

Service Request received on 2/27/16 and still no movement. This is a public safety issue. There are families with small children on this street. What is it going to take for the city to act?

What is the update on Request #16-02-0082 that was acknowledged in February? Nothing has been done to date except to remove the UNSAFE WATER signs.

I originally contacted Public Works in January 2015 regarding the disrepair and polluted water in Lagoon #3. My understanding is that lagoon maintenance is shared by the City of Alameda and the Alameda West Lagoon Home Owners Association. In my opinion, dual responsibility for lagoon maintenance has contributed to nothing being done. It is a disgrace.

I contacted the City and the Alameda West Lagoon Home Owners Association and have not received satisfactory responses on who is responsible for the maintenance and upkeep of the area. The water at this end of the lagoon is polluted, stagnant and choked with debris. What are the maintenance responsibilities are between the City of Alameda and AWLHOA for the park and lagoon?

I also contacted Public Works and was transferred to Max Arbios voice mail, but his voice mail was not taking messages. I was told Bob Hahn was not available. How does a tax-paying citizen get the attention of city workers? I also contacted Bob Reeves, then President of the AWLHOA, and he told me that they are aware of the situation, but again, no action. is the lagoon connected to the bay , if it is in any ways then I fall under a whole different chapter and heavy fine , never mind the liabilities for vandalized fence , because the day anyone get hurt they will all open their check book , they have no leg to stand on . It is nice from time to time to have APD to check on the Homeless but then they have their own pressure as it is not politically correct .

Sorry, John. I'm not able to follow your comment. Can you please clarify?

- If garbage get into the bay then there is the clean water act which get into effect , fine for polluting the bay will be higher than replacing the entire fence throughout ,
- Should some one get as much as a splinter and get the right Attorney the result will be the same , because some flesh eating bacteria can get into who ever has been hurt ,
- to the best of everyone understanding that lagoon is a landscaping / waterway / decoration at the charge of the owners which are enjoying that privilege {owner association} My best guess is with houses bordering the lagoon selling in the upward of 2 millions dollars they cant afford to maintain it ???? would you give a shoe shine to Donald at tax payers expenses ?
- As far as the left over trash by the homeless , get use to it , it is not politically correct to ask them to clean up , lucky that unlike the park across the fire station they did not break it after drinking it .
- I do not believe it is fair to ask the City " this mean yours and Mine tax dollars to maintain someone else property , but then we have 4 raising bridges manned 24/7 so a few could get their boat out , we should all file to get a County employee to stand by our garage to open the doors , no difference"

A primary purpose of the lagoons is for storm runoff.
Also, the lagoons were created to appease the homeowners at the time the land was filled in, when their bay front property was suddenly no longer bay front.

'have heard but not confirmed that the lagoons were also a response to the constant surfacing of groundwater - create the lagoons as a place to hold it and deal with it.

I do not know if we have absolute clarity on who is responsible for lagoon upkeep. See my summary dated 7/11/16. However, if the responsibility is the lagoon owners, then the city should act on blighted property. If the city, then fix it. If there is enough money in the budget to build new sidewalks on Park St, then there should be enough to repair a fence. It is an accident waiting to happen.

John - I take exception to your comment on the garbage. I will "not get over it". Scout Park garbage pick up and maintenance is the responsibility of the city.

you are right , the city should have the cleaning around it .
As per the lagoon itself it is as murky as the quality of the water , one solution , good drainage and fill it up , leaving a green space , no more water , just a lawn mower every 2 weeks .

I would like to thank our city partners for their attention to this matter and to my neighbors for their time and efforts. It's not a "perfect world" solution but, I appreciate the clean up and the new cyclone fence.
