The storage containers you describe are treated like temporary structures and are allowed for periods up to 6months if they are being used because of moving, building, or remodeling. Building and remodeling require permits that are taken out through Planning and Economic Development. Storage container companies as a rule do not allow permanent use of their containers at peoples residences.

So what they are using it for winter storage its probably cheaper that building a unit or maybe they don't have the means to build a unit.

This all started 10 days ago. I'm sure if they weren't compliant it would be moved or they would have got a citation. It is still not your business what they are using it for.

Thank you for your concerns. At this point I too am waiting for the correct code and abatement wording. I have I have been told that my original plan for abatement was an incorrect application of code 11.14. As soon as I have the correction I will deliver it personally to the resident. It was my error.
