Description
There is very limited visibility when making a left turn out of Florey Road onto Hanover Road. There has been a number of people who lives on Florey Road that almost have been struck by an oncoming car. My recommendation is to have a mirror installed at the top of the curve on Hanover Road where the people can see a car coming around and also placing a sign at the top of the hill where people know that there is a blind road (Florey Road) ahead.

Good morning. Thank you for submitting your request to the Howard County Department of Public Works\Traffic Engineering Division. The sight distance at the intersection of Florey Road and Hanover Road was reviewed in accordance with the criteria in the Howard County Design Manual. In accordance with Howard County Code Section 21.305 "Sight distance obstructions to traffic" the Department of Public Works and adjacent property owners will work together to address. Further, a proposed warning sign along Hanover Road will be investigated.
It is also noted that the speed of traffic along Hanover Road is a variable that affects the required sight distance. Hanover Road is posted at 25 mph. If speeding is observed, I encourage you and other residents to contact the Howard County Police Department (HCPD) to request enforcement - it would aid them if you can provide them with a typical time of day you notice speeding the most. An alternate option is to request the HCPD deploy a radar speed feedback sign; this device is temporarily installed on a rotating basis. Howard County does not install curved mirrors within the right-of-way due to safety and liability reasons as listed below.
• Focus of the driver away from the on-coming traffic
• Difficulty judging speed of an approaching vehicle by looking at the image on the mirror
• Mirrors have to be aligned exactly to be able to work for the position of the driver on the private driveway
• Maintenance of the mirror as these are prone to vandalism and also during inclement weather
Some residents have installed these outside the County right-of-way by working with property owners across from them

This is typical bureaucracy speak... there is nothing the county can do because blah, blah, blah... if someone important lived on Florey Rd, the problem would be addressed, but otherwise... blah, blah, blah, excuse, excuse, excuse.
Double your insurance coverage. Cross your fingers and hope a speeder doesn't hit you, because all the liability is on you dear citizens.

That road was constructed without safety concerns and needs to be properly remediated. SMH.
