Correction:
black pipe coming from roadway that is directing storm water onto resident's property that has now created a hole.

The black plastic pipe comes from the road and into my property. It has not created a hole, however, there is always water draining or coming out so my ground is always wet, muddy and slippery. The name of the road this is coming from is called Joshua Grayson Drive.
