This is a trivial complaint by someone who appears to have a grudge. In areas with many businesses, brief double-parking is not uncommon. It's not as if there's somebody parked out there 24/7.
Anonymous, just because double parking in bike lanes is common and unenforced doesn't mean it is trivial or legal. In some sections of Oakland double parking is so rampant that people on bikes spend more time out of the bike lane than in it!
If the city staff and OPD want to continue ignoring the issue then that is their choice, but please don't chastise another citizen for simply pointing out illegal behavior that they find to be detrimental to street safety.

And I ESPECIALLY have a grudge against upscale, gentrifiying restaurants that think they can turn Oakland's public streets into their private parking lots. Can't happen. Won't happen.
I, too, am a cyclist, but can acknowledge that loading zones are not always easily available. In the very rare instance that I find a bike lane obstructed, I will go to the inside, where there is almost always room. It's a minor inconvenience.
Well, bike lanes are public space—we all pay for them with our taxes. Burma Stupidstar has no more right obstruct them than it has a right to park in my drive way. Whether it's minor or not has bearing on anything—it's unlawful.
If Burma Superstar needs to do regular loading activities at that location then they should be proactive and request for the city to install a loading zone at the curb there, at least for the hours when they typically use it. That way they can legitimize their activities without impinging on the safety and access of other road users. If they are not willing to do that then they deserve to get tickets, same as if they were parking in and blocking the car travel lane instead, and leaving the bike lane clear.
Anonymous: Passing a parked truck, bus, semi, or other large vehicle on the inside is a verrrrry bad idea. If you are squeezing through and either the vehicle on your left or your right starts to move (or open a door) you have nowhere to go. Then, once you pop out in front of the double parked vehicle you have no idea if there might be a driver (or cyclist, or pedestrian in a crosswalk) about to turn left or right onto a cross street in front of you, and they can't see you either. You may have done this maneuver 999 times and never had any problem, but that's just called getting lucky. That 1,000th time, however, is going to be bad news.
