Description

I saw one of my neighbors with a saw messing with a tree and when I went out to look at it, they have completely ringed the tree and I am afraid that it will die and fall on nearby fences or my other neighbor's fence. I would like someone to come out and take a look at it. If it does fall, who is liable for the damages to the tree and/ or fence?
