This has been a problem here for years -- if you look across the street, you'll see a culvert pipe and culvert. Think there might be a connection? Do more than throw asphalt down -- dig, and you'll probably find a broken culvert pipe down under there. It'll take more than an asphalt patch to fix it, folks. You'll have to dig and probe, to find the break.

I'd go with David's suggestion.
Beyond just the potholes, the roadbed is decaying in places and tree roots are lifting the pavement in other areas.
This thoroughfare is rated in the high 40s with the Pavement Condition Index --- which is "Poor."
When was that rating assigned?
What does this rating need to be compared to traffic count before it is an actionable item?

Please keep the reports coming!! They seem to get fixed when reported.
Perhaps when the cost of fixing gets higher then the cost of repaving it will get done. I've been meaning to sit on the hood of my wife's car and drive up the street taking pictures of them all at once!

Unfortunately, as I have mentioned elsewhere, the pattern I have documented over the last 17 years is that the City waits for a fatality or major high-cost injury accident, cyclists hitting pot holes the last two (one fatal on Skyline, the other a $3.4 million brain injury on Mountain), prior to their deciding to fix the holes. It is not right. It is not proactive. But it is how they roll.
Therefore, you have to wait until someone has a major injury or dies - and then they will fix your street. Or, you can wait the 84-year schedule of road repairs.

For example there is one area at the Big Curve (about 10000 BT) which is literally
starting to slide down the hill. When the rains come some unlucky vehicle will
be flipped off the road when that vehicle hits it.. And that is just one of many
DANGEROUS areas. The city of Oakland faces big time liability for failing
to REPAVE Broadway Terrace from the Warren freeway to the top!
