Description
Resident says that there seems to be slug or some kind of oily substances coming out of the berm near the sidewalk near the intersection of Snowden and dried earth. They called utilities and they directed them to Highways. Please inspect.

On ticket #10650935, 8/19/2020, HoCo closed the issue and wrote:
"This is a leak on the private property. Howard Property Management has been notified and has indicated they will repair the leak in the next few weeks. Thank you for contacting the Howard County DPW, Bureau of Utilities. This issue is now closed in Tell HoCo. If you require more information, please contact Howard Property Management directly at 410-313-8608."
Short of hiring a lawyer, I don't think we'll ever see a resolution to this issue.
