We found out what this rather unhelpful message means today, as SeeClickFix has been attacked -- I can't think of a better word for it -- by spammer(s) posting hundreds of long posts in Chinese for fake diplomas and other things. So everything needs to be approved to appear here, thus this message.
It would far more helpful if the error read "Due to a technical issue, all submissions are being held for moderator approval. Please be patient and it will appear shortly. Thank you."
