My understanding is that PPA's preference is that cars park partially on the curb to make the street more passable. As long as there's a 36" clearance on the sidewalk to allow room for pedestrians, there's nothing illegal about parking there...unless you're talking about the construction vehicles that are entirely on the sidewalk.
