On an almost daily basis, tenants and landlord employees park on the patio pavers in front of the building. They are also using the city sidewalk as a "circular driveway". Police have been called, with some giving tickets and some not.

LCI specialists are presumably Zoning Enforcement Officers? This is a residential zone. Front yard parking is prohibited. Not a PD or Traffic and Parking issue unless they are partly on the sidewalk.
