I walk past this spot often. The landlord removed the lawn and installed patio bricks. There is a parking lot in the back of the building and now, street parking permits are free. It looks like people park here just too save a few steps.

LCI specialists are presumably Zoning Enforcement Officers? This is a residential zone. Front yard parking is prohibited. Not a PD or Traffic and Parking issue unless they are partly on the sidewalk.
