Shepard road traffic backup due to painfully lacking construction signage - unacceptable. You really should provide more descriptive signs that Shepard goes to one lane and locals would know that translates to absolutely ridiculous traffic backup and wait time. Or maybe put SPPD at the intersection of Shepard and Eagle to help move traffic through the intersection quicker
