The property located at 4213 Quail Hollow Drive, Raleigh, NC 27609 is owned by the City of Raleigh Parks and Recreation Department. This lot serves as a flood plain for overflow from Coopers Pond located in Eastgate Park at 4200 Quail Hollow Drive. During heavy rain, run off from the pond travels through a culvert under Quail Hollow Drive, through a channel dug into the lot at 4213 Quail Hollow Drive and “T’s” into Big Branch Stream which washes south towards Hardimont Road, St. Albans Drive, the Beltline, and joins up with Crabtree Creek at the end of Hodges Street.

The issue is the “back-flash” of water that bounces back into the center of 4213 Quail Hollow Drive and does not flow off the property. Thus, the property is often a swamp-like plot of brackish water that serves as a breeding ground for mosquitos. I’ve spoken to the Chris Gant, owner of the property located at 4200 Converse Drive that serves at the top of the “T” whose stream-wall of Big Branch was improved under contract with the city to install large, rock-filled wire crates to prevent erosion of his bank. (May-June 2008 under contract with Storm Water Management of Raleigh, Mr. John D. Brubaker). Mr. Gant is concerned with the breeding ground for mosquitos directly behind his home, as am I, Frederick Sexton located at 4204 Converse Drive who is adjacent to his home.

Adding to this issue is the run-off of water from 4213 Quail Hollow Drive to the rental property located at 4301 Quail Hollow Drive. I’ve spoken to Mr. J.P. Zhang who owns 4301 Quail Hollow Drive and rents the structure to the City or County to serve as a ‘half-way’ house. Mr. Zhang’s property is continually muddy in the back yard due to run-off from 4213 Quail Hollow Drive.

It is my hope to have the City of Raleigh properly grade the property at 4213 Quail Hollow Drive to ensure water runs off into Big Branch and not back-up onto the property. Property grading will prevent flooding of Mr. Zhang’s property and ultimately reduce breeding of mosquitos.
